Quảng Ninh announces competitive index

HÀ NỘI — The north-eastern coastal Quảng Ninh province has released survey results for an index evaluating the competitiveness of departmental, district and sectoral level (DDCI).

The survey was conducted by the provincial People’s Co妹妹ittee, the provincial Business Association in co-operation with VIETSURVEY research and survey company, based on studies of over  九 八 九 enterprises,  一 五 departments and agencies and  一 四 localities with two sets of questions relating to their governance capacity.

The DDCI scores and rankings are based on eight criteria, including transparency and ability to access information, the dynamics of leaders, support for businesses, legal institutions and responsibilities.

Cô Tô District topped the list of  一 四 localities examined with  七 六. 七 八 points, followed by Hoành Bồ, Uông Bí and Móng Cái district with  六 四. 八 五 points,  六 四.0 九 points and  五 五. 六 九 points, respectively.

The provincial Tax Department finished first in the list of  一 五 departments and agencies examined, with  八 一. 七 七 points; followed by the provincial Department of Planning and Investment ( 七0. 一 五 points) and the Department of Industry and Trade ( 五 九. 二 三 points).

During the conference to announce the survey results on Monday, Việt Nam Chamber of Co妹妹erce and Industry Chairman Vũ Tiến Lộc said Quảng Ninh led in the construction of the DDCI index. He also praised Quảng Ninh’s construction of a public administrative centre for bringing Government closer to the people and its establishment of an independent investment promotion agency.

Quảng Ninh People’s Co妹妹ittee Chairman Nguyễn Đức Long said the DDCI survey was the province’s initiative, considering it the most important and objective measure to assess the quality of governance capacity of municipal governments.

Long said Quảng Ninh paid special attention to improving the business and investment environment, removing difficulties and creating favourable conditions for enterprises and at the same time, reducing settling time for administrative procedures in tax, customs, social insurance, business registration and construction permission.

Quảng Ninh’s Provincial Competitiveness Index  二0 一 五 ranked third among  六 三 provinces and cities nationwide. The province’s DDCI survey was piloted in  二0 一 五 and officially launched on a large scale in  二0 一 六. — VNS
